Michigan Teacher Certification

Certificates & Renewals

    Initial Provisional Certificate

    To be eligible for an initial teaching certificate you must complete a state approved teacher education program. You must have a minimum of a bachelor’s degree. You must also take and pass the appropriate Michigan Test for Teacher Certification (MTTC). You must have current First Aid and CPR (infant, child and adult) cards. You must submit an application to apply for this certificate through the Michigan Online Educator Certification System (MOECS).

    1st Renewal of a Provisional Certificate

    First renewal requires completion of ONE of the following:

    • Six semester hours in a planned course of study at an approved EPI or 6 semester credit hours of academic credit appropriate to the grade level and content endorsement (s) of the certificate at any regionally accredited college or university earned within the three years preceding the date of application; or
    • 150 State Continuing Education Clock Hours (SCECHs) appropriate to the grade level and content endorsement(s) of the certificate earned within the three years preceding the date of application; or
    • Combination of semester credit hours and SCECHs (25 SCECHs equate to 1 semester credit hour) equivalent to 150 hours earned within the three years preceding the date of application; or
    • Completion of an approved master’s degree or higher at any time.

    You must submit an application to apply for this certificate through the Michigan Online Educator Certification System (MOECS).

    2nd Renewal of a Provisional Certificate

    Second renewal requires completion of ONE of the following:

    • Six semester hours in a planned course of study at an approved EPI or 6 semester credit hours of academic credit appropriate to the grade level and content endorsement(s) of the certificate at any regionally accredited college or university earned since the issue date of the FIRST Provisional Certificate renewal AND within the three years preceding the date of application; or
    • 150 State Continuing Education Clock Hours (SCECHs) appropriate to the grade level and content endorsement(s) of the certificate earned since the issue date of the FIRST Provisional Certificate renewal AND within the three years preceding the date of application; or
    • Combination of semester credit hours and SCECHs (25 SCECHs equate to 1 semester credit hour) equivalent to 150 hours earned since the issue date of the FIRST Provisional Certificate renewal AND within the three years preceding the date of application; or
    • Completion of an approved master’s degree or higher at any time.

    You must submit an application to apply for this certificate through the Michigan Online Educator Certification System (MOECS).

    Professional Certificate

    Professional Education Certificate Requirements:

    • Three years of satisfactory teaching experience since the issue date and within the validity and grade level of the Provisional Certificate;
    • Six semester credit hours of reading methods for elementary certified teachers and three semester credit hours of reading methods for secondary certified teachers; and
    • Three semester credit hours in the diagnosis and remediation of reading disabilities and differentiated instruction which includes a field experience;

    And one or the combination of the following:

    (Within the five-year period preceding the date of application and since the issue date of the most recent Provisional Certificate)

    • Six semester hours in a planned program at an approved EPI or six semester credit hours of academic credit appropriate to the grade level and content endorsement (s) of the certificate at any approved college or university.
    • 150 State Continuing Education Clock Hours (SCECHs) appropriate to the grade level and content endorsement(s) of the certificate held.
    • 150 District Provided Professional Development (DPPD) hours in accordance with Michigan School Code Sections 380.1527. The DPPD form is available in the Michigan Online Educator Certification System www.michigan.gov/moecs.
    • Completion of an approved master’s degree or higher at any time.

    You must submit an application to apply for this certificate through the Michigan Online Educator Certification System (MOECS). See steps below.

    School Administrator Certificate

    To be eligible for the School Administrator Certificate you must earn a Master of Arts with a major in educational administration with an approved internship experience. You must submit an application for this certificate through the Michigan Online Educator Certification System (MOECS).

    How do I renew my certificate if I have not done any coursework since the issuance of my certificate?

    You will need a planned program and register for coursework as soon as possible. For a planned program and registration contact Deborah Gibson, director of advising and certification, in Reno Hall, room 241 or at 313-993-1473 or by emailing gibsonda@udmercy.edu.

    What do I do if my teaching certificate has expired?

    If you let your certificate lapse, you may lose your job and tenure. You are responsible for obtaining your certificate and keeping it up to date. Make sure you know the validity period of your certificate and meet the necessary renewal requirements before the expiration date. The date of issuance and expiration are on the lower left corner of the certificate. In the event that your certificate does lapse follow the above directive pertaining to certificate renewal. Should you allow your certificate to lapse for several years you may risk being held to current state certification laws, policies and practices (i.e., MTTC testing, additional coursework, etc.) DON'T LET IT HAPPEN--stay current!

    How do I apply for a certificate or an endorsement?

    If you are applying for an initial teaching certificate, an additional endorsement or a school administrator certificate you must have official transcripts forwarded to the address below:

    To apply for an Initial Provisional Certificate, 1st Renewal of a Provisional Certificate, a 2nd Renewal of a Provisional Certificate, a Professional Certificate, additional endorsement or a School Administrator Certificate please follow the steps below:

    Step 1: Create a Michigan Education Information System (MEIS) Account

    Visit https://cepi.state.mi.us/MEISPublic/ and follow the links on the screen to create a Michigan Education Information System (MEIS) account. Print the final page once you create the account.  MEIS will email you a user ID and password along with the MEIS account number to the email address provided by you during MEIS registration. Once you print the MEIS page, write on it the password YOU created for your MEIS account.

    Step 2: Register with MOECS

    Once you have established a MEIS ID, please visit http://www.michigan.gov/moecs and on the login screen sign in with your MEIS user ID and password and follow the steps to self register with MOECS. On the registration page, you will be asked to provide your MEIS account number, which is listed on the page you printed from the MEIS. Once you have signed in with MOECS successfully, you will be asked to complete the demographic information and in doing so create a user profile. 

    Step 3: Apply for Certificate in MOECS

    Once you saved your profile, sign out then sign back into MOECS to create an application. You will see the links on the left navigation panel.  Choose the link that is appropriate for you and follow the steps to apply for your certificate.

    Step 4: University/College Review/Approval

    After you have applied for the certificate, your application will be submitted to the institution that you identified in the application process via MOECS for review and approval.

    Step 5: Online Fee Payment

    Once your application is approved by the institution in MOECS, you will receive an email with a link for you to pay the fee online using a credit/debit card or you can do so by logging into MOECS using your user ID and password.

    Step 6: Issuance of Certificate

    Once the fee is paid, your application will be approved by the Michigan Department of Education, Office of Professional Preparation Services (OPPS), and you will be able to print your certificate directly from MOECS. If you are having any difficulties with the registration process, please contact the Office of Professional Preparation Services at 517/373-3310.

    Please be advised this process can take a minimum of three to four weeks.
